A. Probably for many reasons -  most of all that this address isn't really aimed at the public - instead it's a smirk to those that know all too well he's fundamentally linked to massive cocaine importation into the US and that 'product' is also traded with the east for heroin which is in turn imported in exchange. 

After significant research in this area - Utopiated also maintain that a large proportion of the 'Arms to Contras' theme was a side-line lingustic psy-op because much of the profits for heroin on cocaine trafficking by these state/covert-op linked groups actually lines the pockets of those involved. This particular modus operandi and the disinformation that goes with it turns up time and time again in different parts of the globe where the Drug War, covert operations, high ranking politicians and intelligence based mafia all intersect.
